This book is a compilation and update of a group of provocative papers presented at the Radcliffe College invitational conference, "Perspectives on the Patterns of an Era: Family, Work, and Education." A scholarly event saluting Radcliffe's centenary, the conference examined a range of indicators of social change, particularly as they relate to women in America in the last two decades. From the 1960s onwards, Japan’s rapid economic growth coincided with remarkably smooth transitions from school to work and with internationally low levels of youth unemployment. However, this changed dramatically in the 1990s, and by the 2000s, youth employment came to be recognized as a serious concern requiring an immediate response. What shape did this response take? Japan’s Emerging Youth Policy is the first book to investigate in detail how the state, experts, the media as well as youth workers have reacted to the troubling rise of youth joblessness in early 21st century Japan. The answer that emerges is as complex as it is fascinating, but comprises two essential elements. First, instead of institutional ‘carrots and sticks’ as seen in Europe, actors belonging to mainstream Japan have deployed controversial labels such as NEET (‘Not in Education, Employment or Training’) to steer inactive youth into low-wage jobs. A second approach has been crafted by entrepreneurial youth support leaders that builds on what the author refers to as ‘communities of recognition’. As illustrated in this book using evidence from real sites of youth support, one such methodology consists of ‘exploring the user’ (i.e. the support-receiver) whereby complex disadvantages, family relationships and local employment contexts are skilfully negotiated. It is this second dimension in Japan’s response to youth exclusion that suggests sustainable, internationally attractive solutions to the employment dilemmas that virtually all post-industrial nations currently face but which none have yet seriously addressed. It is particularly gratifying to prepare a second edition of a book, because there is the necessary impli cation that the first edition was well received. Moreover, now an opportunity is provided to correct the problems or limitations that existed in the first edition as well as to address recent developments in the field. Thus, we are grateful to our friends, colleagues, and students, as well as to the reviewers who have expressed their approval of the first edition and who have given us valuable input on how the revision could best be structured. Perhaps the first thing that the reader will notice about the second edition is that it is more extensive than the first. The volume currently has 41 chapters, in contrast to the 31 chapters that comprised the earlier version. Chapters 3, 9, 29, and 30 of the first edition either have been dropped or were combined, whereas 14 new chapters have been added. In effect, we are gratified in being able to reflect the continued growth of behavior therapy in the 1980s. Behavior therapists have addressed an ever-increasing number of disorders and behavioral dysfunctions in an increasing range of populations. The most notable advances are taking place in such areas as cognitive approaches, geriatrics, and behavioral medicine, and also in the treatment of childhood disorders.

The past decade brought forth a wave of excitement and promise for researchers and practitioners interested in community practice as an approach based on social justice principles and an embrace of community participatory actions. But, effective community practice is predicated on the availability and use of assessment methods that not only capture and report on conditions, but also simultaneously set the stage for social change efforts. This research, therefore, serves the dual purpose of generating knowledge and also being an integral part of social intervention. Research done in this way, however, requires new tools. Photovoice is one such tool - a form of visual ethnography that invites participants to represent their community or point of view through photographs, accompanied by narratives, to be shared with each other and with a broader community. Urban Youth and Photovoice focuses on the use of this method within urban settings and among adolescents and young adults - a group that is almost naturally drawn to the use of photography (especially digital and particularly in today's era of texting, facebook, and instagram) to showcase photovoice as an important qualitative research method for social workers and others in the social sciences, and providing readers with detailed theoretical and practical account of how to plan, implement, and evaluate the results of a photovoice project focused on urban youth.
