Biological invasions are one of the strongest drivers of global environmental change, and invasive species are now often in the public discourse. At the same time, economists have begun to take a real interest in determining how invasive species interact with economic systems, and how invaders should be controlled to optimize societal wealth. The global scale of alien species invasions is becoming more and more evident in the beginning ofthe new millennium. This book is the first attempt to provide an overall picture of aquatic species invasions in Europe. Its geographical scope stretches from Irish waters in the west to Volga River and the Caspian Sea in the east, and from Mediterranean in the south up to the Arctic coast of Europe. This book is a collection of chapters concerning the use of biomass for the sustainable production of energy and chemicals–an important goal that will help decrease the production of greenhouse gases to help mitigate global warming, provide energy security in the face of dwindling petroleum reserves, improve balance of payment problems and spur local economic development. Clearly there are ways to save energy that need to be encouraged more. These include more use of energy sources such as, among others, manure in anaerobic digesters, waste wood in forests as fuel or feedstock for cellulosic ethanol, and conservation reserve program (CRP) land crops that are presently unused in the US. The use of biofuels is not new; Rudolf Diesel used peanut oil as fuel in the ?rst engines he developed (Chap. 8), and ethanol was used in the early 1900s in the US as automobile fuel [Songstad et al. Brazil now produces enough sugar cane ethanol to make up about 50% of its transportation fuel needs (Chap. 4). The next big thing will be cellulosic ethanol. At present, there is also the use of Miscanthus x giganteous as fuel for power plants in the UK (Chap. 2), bagasse (sugar cane waste) to power sugar cane mills (Chap. 4), and waste wood and sawdust to power sawmills (Chap. 7).

Biosecurity is the assessment and management of potentially dangerous infectious diseases, quarantined pests, invasive (alien) species, living modified organisms, and biological weapons. Invasive species, such as Japanese Knotweed, the Oak Processionary Moth, the Ruddy Duck and Zebra Mussels, can have detrimental effects on the native species they supplant, as well as on human health and business. The Environmental Audit Committee is calling on the Government to revamp the system for controlling invasive species in England and Wales. Current Wildlife legislation has never been used to prosecute anyone and is unlikely to provide the level of protection now needed. Better prevention, surveillance, monitoring, eradication and long-term control measures are all needed in the fight against invasive species. The Government currently has no formal surveillance system in place to trigger action to ensure early eradication. Defra needs to develop a surveillance system that integrates voluntary wildlife recording with professional monitoring and identification. The current system of "listing" species to be monitored and controlled is too slow. The Government must implement legal changes recommended by the Law Commission and replicate the Scottish system of species control orders to provide a mechanism for eradicating invasive species before they become established. Species on the existing national lists that are already well established here should be reviewed, according to the Committee. Where habitats cannot be restored or biodiversity protected, the invasive species should be removed from the list and control measures re-evaluated.

Decision making in environmental projects is typically a complex and confusing process characterized by trade-offs between socio-political, environmental, and economic impacts. Comparative Risk Assessment (CRA) is a methodology applied to facilitate decision making when various activities compete for limited resources. CRA has become an increasingly accepted research tool and has helped to characterize environmental profiles and priorities on the regional and national level. CRA may be considered as part of the more general but as yet quite academic field of multi-criteria decision analysis (MCDA). Considerable research in the area of MCDA has made available methods for applying scientific decision theoretical approaches to multi-criteria problems, but its applications, especially in environmental areas, are still limited. The papers show that the use of comparative risk assessment can provide the scientific basis for environmentally sound and cost-efficient policies, strategies, and solutions to our environmental challenges.
